Dr. Donna Smith provides strategic oversight of regulatory initiatives and compliance frameworks related to drug and alcohol testing at WorkforceQA.

A nationally recognized leader in regulatory policy, Dr. Smith brings more than 40 years of experience shaping and interpreting federal drug testing regulations across military, federal civilian, and U.S. Department of Transportation (DOT) programs.

As one of the original architects of federal drug and alcohol testing policy, Dr. Smith played a pivotal role in developing and implementing regulatory structures that continue to guide workplace drug testing programs today.

Her expertise includes:

  • DOT-mandated drug and alcohol testing requirements
  • Medical Review Officer (MRO) processes
  • Drug-free workplace policy development
  • Substance abuse education and prevention
  • Federal program compliance

Dr. Smith has served as a longtime faculty member for the American Society of Addiction Medicine (ASAM) and the American College of Occupational and Environmental Medicine (ACOEM), providing continuing education to occupational health professionals and MROs since 1990.

She has also served on the Federal Drug Testing Advisory Board (DTAB) under the Substance Abuse and Mental Health Services Administration (SAMHSA) and previously served as President of the Substance Abuse Program Administrators Association (SAPAA).
