FMCSA Temporary Exemption Provides Breathing Room During NRII Transition

The Federal Motor Carrier Safety Administration (FMCSA) has taken a practical step to support drivers, carriers, and medical examiners as the industry adapts to the National Registry II (NRII) system. With the shift toward mandatory electronic transmission of medical certification data, many stakeholders have faced operational and technological growing pains. In response, FMCSA has issued a temporary exemption designed to keep drivers moving while systems catch up.

From April 11 through October 11, 2026, interstate CDL and CLP holders—and the motor carriers that rely on them- may continue to use a paper copy of the Medical Examiner’s Certificate (Form MCSA-5876) as valid proof of medical certification for up to 60 days after issuance. While the long-term goal remains a fully digital, real-time reporting system, this temporary flexibility acknowledges the reality on the ground: implementation takes time.

FMCSA has made it clear that this is a short-term bridge, not a long-term workaround. The agency does not anticipate extending this exemption beyond the six-month window, signaling that organizations should continue preparing for full NRII compliance. In the meantime, certified medical examiners are still encouraged to issue paper certificates alongside electronic submissions to ensure continuity and avoid disruptions.
